Rep. Yusuf Gagdi, Chairman of the House Committee on Navy, has called on the Federal Government to abolish the rehabilitation programme for arrested insurgents and criminals, and instead pushed for capital punishment.
Speaking on the floor of the House on July 8 during a motion to scrap the programme, Gagdi said paying ransom only encourages banditry.
“When you don’t pay ransom today and tomorrow, it will demoralize the bandits from doing what they are doing,” he said.
The lawmaker also condemned the reintegration of ex-insurgents, warning that some return to crime or become informants within security agencies.
“Government should not rehabilitate killers. There is no reason for kidnappers, bandits, Boko Haram to be rewarded by being trained and reintegrated into our own security system,” he said.
On preferred punishment, Gagdi said: “To kill them. Anybody that kills deserves to be killed… if you kidnap people, torture them and take their lives, they do not deserve one second of survival.”
